GIFT City Expansion Plans Put on Hold by Gujarat Government

GANDHINAGAR,GUJARAT : Prime Minister Narendra Modi’s ambitious project in Gujarat, the Gujarat International Finance Tec-City (GIFT City), has hit a major roadblock. The Gujarat Government has decided to halt the much-publicized expansion plans of GIFT City, retracting two critical notifications issued in the previous years. This decision significantly alters the future of the project, initially envisioned as a key driver of economic growth and urban development in the state.

The Gujarat government had initially planned to expand GIFT City by an additional 996 hectares, issuing notifications on November 2, 2022, and November 20, 2023. However, as of June 11, 2024, these notifications have been officially withdrawn. The task of developing the specified area has now been handed over to the Gandhinagar Urban Development Authority (GUDA), which will focus on residential and other purposes rather than the special economic zone (SEZ) framework of GIFT City.

An official from the Urban Development Department explained that the expansion was deemed necessary to support the growth of GIFT City, which currently spans 396 hectares. However, the process faced numerous challenges when the government issued notices and invited objections for the planned expansion over two years. One of the primary issues was that much of the land required for expansion is privately owned, raising significant concerns about acquisition costs and compensations.

The proposed development under the GIFT City SEZ also encountered practical challenges, particularly in planning major roads and junctions. These complications led to the government’s decision to reverse its plan within a span of seven months. The 996 hectares originally intended for GIFT City expansion will now be developed by GUDA, transforming it into a standard urban area rather than a specialized financial hub.

This abrupt policy shift has considerable implications. Many investors had purchased land in the expectation that property values would rise with the expansion of GIFT City. The sudden withdrawal of expansion plans has now cast uncertainty on these investments, raising questions about future land prices and the overall impact on the local real estate market.

The notification published on June 11, under the signature of Joint Secretary Prakash Dutta, Officer on Special Duty in the Urban Development Department, stated that the primary reason for withdrawing the previous expansion notifications was that such development was not conducive to rational urban development. Consequently, GIFT City will remain confined to its existing 396 hectares, with the additional 996 hectares to be developed by GUDA as part of Gandhinagar’s broader urban development strategy.

This decision marks a significant U-turn in the state’s development policy, reflecting the complexities and challenges of large-scale urban expansion projects. While the initial vision for GIFT City aimed at creating a global financial hub, practical considerations and stakeholder objections have necessitated a reevaluation of this plan. The new development approach by GUDA is expected to be more pragmatic, focusing on balanced urban growth.
