Daman – Fresh controversy has erupted in Daman after allegations surfaced that the Impact Fee law is being selectively misused by builders with alleged support from officials of the Daman Municipality.

The law was introduced to regularise unauthorized constructions completed until 2022, with strict provisions barring regularisation of projects violating Coastal Regulation Zone (CRZ), Coast Guard, Fire NOC and Archaeology norms. However, complaints now suggest that the rules are being applied unevenly.

The issue gained attention when construction linked to a municipal councillor was abruptly halted citing lack of CRZ clearance, despite the project having a valid construction permit. Soon after, questions were raised about several other projects allegedly continuing without CRZ approval or compliance, sparking accusations of selective enforcement.

The controversy intensified after the councillor publicly questioned municipal authorities about the basis on which other projects were allowed to proceed. Officials reportedly promised an investigation, but the matter took another turn when explanations were given that ongoing work involved fire and lift installations rather than new construction.

Sources claim that several buildings previously issued notices by the municipality are now continuing work under the cover of the Impact Fee policy. This has fuelled speculation among local representatives that enforcement may depend on proximity to administrative officials. Leaders linked to the ruling Bharatiya Janata Party within the municipality have also reportedly expressed concern over the situation.

Amid growing criticism, councillors have submitted a written representation to the Chief Officer demanding transparency and accountability in the implementation of the Impact Fee Act. They have urged authorities to present a comprehensive survey report of all buildings applying under the law and ensure proper calculation of fees to avoid corruption allegations.
