Gandhinagar : The Chief Minister announced the formation of the Gujarat Administrative Reforms Commission (GARC) in this year’s budget, led by Principal Advisor to the Chief Minister Dr. Hasmukh Adhia. The commission aims to introduce key reforms in the state’s administrative framework, enhance operational processes, optimize human resource utilization, and improve government efficiency through innovative technology integration.

Under the leadership of Chief Minister  Bhupendra Patel, GARC has set yet another example of a swift, dynamic, and transparent work culture. The Gujarat Administrative Reforms Commission was formed within days of its announcement of the budget.

Furthermore, under the chairmanship of Dr Hasmukh Adhia, the GARC submitted its first recommendation report to Chief Minister Bhupendra Patel in Gandhinaga, just one month after its announcement The report presents impactful recommendations aimed at improving the state’s administrative work culture.

The Gujarat Administrative Reforms Commission (GARC) includes Chief Secretary Pankaj Joshi, Additional Chief Secretary Kamal Dayani, Principal Secretaries Mona Khandhar, Dr. T. Natarajan, and Member Secretary Hareet Shukla. They have proposed several recommendations to the state government.

These recommendations include issuing guidelines in the form of a circular to enhance the efficiency of government meetings and make them more result-oriented. The suggestions also cover gathering anonymous feedback from employees and officers regarding existing administrative issues in state government offices, setting up info-tech and idea boxes, using advanced technologies such as QR codes, and placing transparent boxes in appropriate office areas.

To accelerate the Swachh Bharat Abhiyan, the GARC report also recommended creating specific guidelines to keep up the high standards of cleanliness and facilities in offices, along with the suggestion to engage the services of a professional agency.

The report suggests installing standard multilingual signage with clear information about the services offered, ensuring that citizens can easily navigate government offices and reach the relevant department or official.

Chief Minister Bhupendra Patel also launched the new website of the GARC commission.  The first report of the commission, including these recommendations made to the state government, is accessible on the commission’s website.

Under the leadership of the Principal Advisor to the  Chief Minister and GARC Chairman, Dr Hasmukh Adhia, the commission has established a system whereby its recommendation reports will be periodically submitted to the state government as they are prepared.

Moreover, GARC has taken an innovative approach by inviting suggestions on administrative reforms from both the general public and employees via the commission’s website. Additionally, GARC has expressed its anticipation of receiving valuable feedback and ideas from the people.
