Telecom Regulatory Authority of India (TRAI), in it’s April 2025 report statest that Internet penetration has increased to about 65%, with over 943 million internet users.

Moreover The number of mobile internet users rose from 35 million in 2012 to over 896 million in 2025, which stands at 896.81 million in April 2025, with mobile devices being the primary mode of accessing social media. Furthermore, according to the Global Digital Report 2025, Indians dedicate a significant portion of their online time to smartphone usage, averaging nearly 4 hours daily—specifically about 3 hours and 57 minutes. Particularly among the youth, the craze for social media is clearly visible. Platforms like Facebook and Instagram are especially popular among people aged 18 to 35. This digital evolution has positioned social media as a powerful enabler of transparent, inclusive, and citizen-first governance.

Social media has emerged as a transformative tool in public sector communication, enabling governments to connect directly, swiftly, and transparently with citizens. Prime Minister Narendra Modi exemplifies this shift, leveraging platforms like X (formerly Twitter)—where he has over 100 million followers—to engage meaningfully with the masses. 

Today, social media bridges demographic divides, replaces traditional media in many contexts, and serves critical functions in outreach, perception building, archival documentation, and real-time crisis communication—making it indispensable to modern governance.

The Directorate of Information, Government of Gujarat, plays a pivotal role in amplifying government communication through dynamic social media strategies and digital platforms. By adopting a centralized yet people-centric approach, the Directorate ensures timely, verified, and relatable information reaches all segments of society through various social media platforms. A key initiative is the newly launched Mari Yojana Portal, designed as a one-stop digital gateway to over 680 centre and state-run welfare schemes. The portal simplifies public access to information by categorizing schemes by eligibility, benefits, and departments, supported by explainer videos. Additionally, the newly launched Gujarat Information website now serves as a robust digital archive and real-time update hub for press releases, digital archives, and official updates. Through verified social media handles, the Directorate regularly posts infographics, scheme updates, governance achievements, beneficiaries stories and on-ground visuals—ensuring transparent communication. These efforts not only enhance citizen awareness but also align with the Government of Gujarat’s broader vision of inclusive, tech-enabled, and accountable governance.

Awareness on Finger Tips

Key departments of Government of Gujarat like Health, Forest, Education, etc. run focused campaigns on digital platforms to raise awareness on themes relevant to citizens’ daily lives. Health advisories, vaccination drives, disease-prevention tips, and updates on state medical facilities are disseminated in real-time. The Forest Department shares rich biodiversity stories, wildlife conservation messages, and citizen participation drives. Education campaigns center on school enrolments, scholarships, and inclusive learning programs. The Indian Railways’ @RailMinIndia handle enables real-time complaint resolution. In Gujarat, social media platforms of Gujarat Police, GP Smash (Gujarat Police – Social Media Monitoring, Awareness and Systematic Handling), and Gujarat Cyber Crime cell – Cyber Dost respond promptly to issues ranging from missing persons to online scams. These platforms are not only accessible but also humanised, promoting trust and accountability between citizens and the state machinery.

Real-Time Response: Social Media as a  Lifeline in Crises & Disasters

Government-run social media platforms have emerged as vital tools for crisis communication—offering speed, reach, and credibility in times of emergency. In Gujarat, timely rainfall alerts, flood warnings, and road closure updates shared through Collector and Disaster Management handles have helped save lives and reduce panic. 

During National crisis events like the COVID-19 pandemic, Cyclone Biparjoy, and recent escalations on the borders of the country, central and state government bodies used platforms like X, Facebook, and YouTube to issue advisories, helpline numbers, and myth-busting content in real time. These platforms not only control the spread of fake news but also humanize government action, assuring citizens of timely support and guidance during distress. Screenshots and post insights from these events further underscore social media’s role as a digital command center in modern governance.

Public Participation Goes Digital: Converting Citizens to Development Contributors

Initiatives like MyGov have transformed citizens from passive recipients to active stakeholders in governance. The platform invites inputs on policies, hosts online surveys, and crowdsources ideas for campaigns. Gujarat has further adapted this model through MyGov Gujarat, where regional priorities are brought into focus. Activities like slogan contests, scheme feedback, and governance polls have given voice to youth, women, and rural citizens alike—making participative democracy a digital reality.

Reaching the Last Mile: Social Media as a Tool for Inclusive Digital Governance

The Government of Gujarat is building a vast and structured social media network to ensure last-mile connectivity in governance—from the Chief Minister’s Office to Gram Panchayats. Verified accounts are being used to disseminate welfare scheme details, development updates, and citizen-centric campaigns through infographics, explainer videos, and local success stories. This effort aims to create a positive momentum for Viksit Bharat – Viksit Gujarat, encouraging participation from all communities, including those in tribal, coastal, and remote regions
