Gandhinagar : Gujarat has cemented its position as the first state in India to successfully implement a startup policy, with over 12,500 startups recognized so far. The state has been honored with the “Best Performer” award in State Startup Rankings for four consecutive years, reflecting its robust and dynamic entrepreneurial ecosystem.
Gujarat’s Pioneering Role in the Indian Startup Ecosystem
Prime Minister Narendra Modi’s launch of the “Startup India” initiative in 2016 marked a turning point for startups and innovation nationwide. Since then, India has transformed into the world’s third-largest startup ecosystem, driven by digital transformation, a talented workforce, and entrepreneurial spirit. As of January 8, 2025, more than 1.50 lakh startups have been recognized by the Department for Promotion of Industry and Internal Trade (DPIIT), with Gujarat alone accounting for 12,779 of these.
The Indian startup ecosystem has seen exponential growth, increasing from 4,200 startups to 1,54,719—a 33-fold surge. The country now boasts 118 unicorns and total funding surpassing $450 billion. Gujarat has emerged as a significant contributor to this ecosystem, with major cities like Ahmedabad (5,269 startups), Surat (1,903), Vadodara (1,344), Rajkot (1,172), and Gandhinagar (601) leading the way.

Healthcare and Life Sciences: 1,343 startups
IT Services: 1,186 startups

Government Initiatives Powering Gujarat’s Startups
Under the leadership of Chief Minister Bhupendra Patel and Industries Ministeri Balwantsinh Rajput, Gujarat has created an ecosystem that nurtures innovation and entrepreneurship. The state’s nodal institutions, incubators, accelerators, mentors, investors, and other stakeholders work collaboratively to provide comprehensive support to entrepreneurs.
One of the standout initiatives is the Gujarat Young Entrepreneurs Venture Fund, to which the state government has contributed approximately Rs. 350 crore. This fund empowers startups with financial assistance, fostering innovation across various sectors. Additionally, Gujarat celebrates National Startup Day every year on January 16 to honor and encourage its vibrant startup community.
Recognitions and Achievements
Gujarat’s efforts have earned it numerous accolades, including the Prime Minister Award for Excellence in Public Administration in 2017 for effective implementation of the Startup India Program. The state has also received the “Best Performer” award in the State Startup Ranking for four consecutive years (2018, 2019, 2020-21, and 2022).
The state’s flagship initiatives include:
iCreate Center: Established on a public-private partnership (PPP) model, this center was honored with the National Award for Technology Business Incubator in 2020. Recently, it received the Impact Incubator of the Year 2024 award at the Global Clean Mobility Summit in Bangalore. To date, iCreate has supported over 553 startups and manages an Angel Fund of Rs. 100 crore.
i-Hub: In December 2023, Chief Minister Shri Bhupendra Patel inaugurated the Gujarat Students Startup and Innovation Hub (i-Hub). Built at a cost of Rs. 60 crore and spanning 1.50 lakh square feet, the i-Hub has registered over 700 startups. Under the Student Startup and Innovation Policy (SSIP), more than Rs. 10 crore in financial assistance has been disbursed.
