The NEET UG 2026 paper leak investigation has revealed new details about Dinesh Biwal, one of the Rajasthan-based brothers accused of purchasing the leaked medical entrance exam paper from a doctor in Gurugram for Rs 30 lakh before the examination.

According to investigators, Dinesh Biwal and his brother Mangilal Biwal, residents of Jamwa Ramgarh in Rajasthan, allegedly bought the NEET-UG 2026 paper on April 26, nearly a week before the exam was conducted on May 3.

Officials claim the leaked paper was later circulated among medical aspirants across several states through WhatsApp and Telegram groups, turning the case into one of the biggest education scams in recent years.

How the Paper Was Allegedly Distributed

Investigators say Dinesh Biwal first shared the paper with his son, who was preparing for the NEET examination in Sikar, Rajasthan. The paper was then allegedly sold to multiple candidates on April 29.

The investigation further revealed that the leaked paper eventually reached Rakesh Kumar Mandawaria, an MBBS counselling agent based in Sikar. Authorities allege he expanded the distribution network and helped circulate the paper to hundreds of students.

Reports suggest Mandawaria sold the paper for Rs 30,000 to one of his associates — an MBBS student from Sikar studying in Kerala. The student later forwarded the paper to his father, who operated a PG hostel in Sikar.

Investigators claim the father shared the paper among girls staying at the hostel a day before the exam.

Gurugram Doctor Under Scanner

The unidentified doctor from Gurugram is now being considered a major link in the paper leak network. According to Rajasthan Police sources, the leak may have originated from a printing press in Nashik, Maharashtra, before passing through a “chain network” and eventually reaching the Gurugram doctor.

From there, the paper allegedly reached the Biwal brothers and spread further through Rajasthan and other states.

However, the Indian Medical Association (IMA) Gurugram president, Dr Rajesh Kataria, stated that no investigating agency had officially contacted medical authorities regarding the doctor involved in the case.

Political Link and Previous NEET Success Raise Questions

Investigators also revealed that one of the brothers, Dinesh Biwal, is allegedly linked to a political party. Sources claim the family already knew nearly a month in advance that the paper could leak.

The case attracted additional attention after reports surfaced that four children from the Biwal family had successfully cleared NEET in the previous year.

Sikar Emerges as Major Hub in Leak Network

Sikar has emerged as the central hub in the interstate exam leak operation. Authorities found multiple WhatsApp and Telegram groups where the paper was allegedly shared among students and coaching operators.

Investigators believe the paper travelled from Nashik to Haryana, then Rajasthan’s Jamwa Ramgarh and Sikar, before spreading to states including Kerala, Bihar, Jammu and Kashmir, and Uttarakhand.

Rakesh Kumar Mandawaria, arrested from Dehradun, is accused of distributing the leaked paper to nearly 700 students. Officials say the PDF version later spread widely and was also sold in printed form.

NEET UG 2026 Cancelled Amid Massive Outrage

Following the controversy, the National Testing Agency (NTA) officially cancelled the NEET UG 2026 examination. The Central Bureau of Investigation (CBI) has registered cases involving criminal conspiracy, cheating, theft, destruction of evidence, and corruption-related charges.

The investigation is currently ongoing, with multiple CBI teams deployed across different states to uncover the full extent of the paper leak network.
