Government circular sparks unrest among grain traders in Gujarat

Ahmedabad | Gujarat — A new government circular has sparked major unrest among grain traders and ration shop operators in Gujarat, leading to the announcement of a statewide shutdown from November 1. The traders have strongly opposed the new rules, calling them impractical and burdensome. They have also announced a non-cooperation movement, declaring they will not generate grain permits until the circular is withdrawn.

The traders argue that the new rules would make it impossible to operate ration shops efficiently, affecting both traders and the lakhs of poor families who depend on these outlets for essential food grains.

Presence of 9 members and biometrics made mandatory

According to the controversial circular, it is now mandatory for 9 committee members to be present during the delivery of grain goods at ration shops. In addition, the biometric verification of all 9 members has also been made compulsory.

Traders claim that ensuring the physical presence and biometric verification of so many people at one time is impractical, especially in rural and remote areas. They fear that this move will delay the distribution process, increase administrative hurdles, and lead to chaos in the public distribution system (PDS).

Traders’ agitation intensifies after no government response

Despite repeated appeals and representations to the state government, no decision has been taken to amend or withdraw the circular. Frustrated by the lack of response, the grain traders’ associations have decided to intensify their agitation.

From November 1, all rationing shops across Gujarat will remain closed indefinitely. This decision could leave lakhs of poor and underprivileged families without access to their monthly ration supplies, severely affecting their livelihoods.

The traders have warned that their protest will continue until the government withdraws the mandatory presence and biometric rule.

Impact on citizens and next steps

If the shutdown continues, ration cardholders across Gujarat could face serious difficulties in procuring food grains and essentials. Social organizations and opposition parties have urged the government to engage in dialogue with traders to find an amicable solution before November 1.
