Surat | Gujarat — In a rare and powerful display of grassroots governance, Surat Municipal Commissioner M. Nagarajan has stepped out of his office and into the homes of dropout students, launching a deeply personal campaign to ensure that no child in the city is left behind in education.

The initiative has turned into a symbolic shift in administration — from file-based governance to face-to-face accountability.

“Education is not just literacy, it is the foundation of social upliftment,” the Commissioner said during his visit, sitting informally on the cot of a student’s home while speaking to parents.

Doorstep Outreach to Understand Ground Reality

Accompanied by District Education Officer Bhagirathsinh Parmar, Commissioner Nagarajan visited several households across Surat where children had dropped out of school. The interaction was not official or formal — instead, it was designed as a direct conversation with families.

“We are not here to question you, but to support you,” the Commissioner reportedly told parents. “Your child’s future is our responsibility. We will solve the challenges you face.”

Officials say the approach helped reveal real-world reasons behind school dropouts that often remain hidden in reports.

Poverty, Migration and Social Mindset Identified as Key Barriers

During the city-wide survey, authorities identified three major reasons for dropout cases — poverty, migration, and social prejudice.

Many families force children into work due to financial hardship. Migrant families, frequently moving for employment, struggle to keep children enrolled in schools. In some cases, outdated beliefs about girls’ education continue to discourage schooling.

“Some families still ask, ‘Why educate a daughter?’ We are working to change this mindset through counselling and awareness,” said an education department official.

Special Focus on Girls’ Education

The campaign places strong emphasis on girls’ education, with officials highlighting its direct link to family and societal progress.

“An educated daughter uplifts an entire household,” Commissioner Nagarajan said while addressing parents. “We must ensure that no girl is denied her right to learn.”

Counsellors are actively engaging with families to encourage school re-entry and eliminate gender-based educational barriers.

Re-Admission Drive Launched

Surat Municipal Corporation has now launched a dedicated re-admission drive aimed at bringing dropout children back into schools. The focus is not just on enrolment but on academic reintegration.

Bridge courses are being planned for students who have missed one or two years of schooling so they can rejoin classes according to their age and learning level.

“Every child must return to the classroom without losing a year,” said DEO Bhagirathsinh Parmar.

Government Support for Every Child

Authorities have also assured families that all government benefits — including mid-day meals, uniforms, textbooks, and scholarships — will be fully extended to eligible students.

“We are ensuring that no child is deprived of education due to financial constraints,” Parmar added.
