GANDHINAGAR: In a move aimed at giving persons with disabilities greater independence on the road, the Gujarat government has cleared the registration and modification of motorcycles fitted with sidecars for Divyang and Mano Divyang individuals.
The Commissioner of Transport has issued a circular directing all RTO and ARTO offices across Gujarat to implement the provision in accordance with guidelines prescribed by the Central Government.
The decision is expected to ease mobility challenges for Divyang persons who often face difficulties accessing conventional modes of transport.
“The objective is to ensure safe, easy and dignified mobility for Divyang and help them become more self-reliant,” the government said while outlining the new provisions.
Under the guidelines, motorcycles can be modified and registered with sidecars after meeting prescribed technical and safety standards. The provision is also specifically applicable to Mano Divyang persons, providing clarity on ownership, guardianship and driving arrangements.
For Mano Divyang individuals, the vehicle must be operated by a legal guardian or an authorised person with the guardian’s knowledge and consent. The driver must possess a valid licence for the relevant vehicle category.
Safety requirements form a central part of the new rules. The modified motorcycle must not exceed 40 kmph, while helmets will be mandatory for both the driver and the passenger. The sidecar must also be equipped with an appropriate seat belt or safety restraint system.
Before registration or modification approval, the vehicle will undergo a physical inspection to ensure that the alterations do not endanger the driver, passenger or other road users.
Owners will also be required to maintain a valid comprehensive insurance policy with at least third-party risk cover and comply with the Motor Vehicles Act, 1988, along with other applicable regulations.
The government expects the move to provide Divyang citizens with a more practical mobility option for daily travel, while ensuring that safety and legal compliance remain paramount.
