GPCB Ends CCA Renewal Process, Introduces Extension Fee System

GANDHINAGAR : In a major relief for industries across Gujarat, the Gujarat Pollution Control Board (GPCB) has abolished the long-standing Consolidated Consent and Authorization (CCA) renewal process and replaced it with a simplified CCA Extension Fee System. The decision is expected to reduce compliance burden, improve efficiency, and strengthen the state’s Ease of Doing Business (EoDB) framework.

The GPCB issued an office order with immediate effect, implementing the new system in line with guidelines issued by the Ministry of Environment, Forest and Climate Change (MoEF&CC) during 2025 and 2026.

Under the revised framework, industries holding a valid CCA will no longer be required to submit separate applications for renewal. Instead, they must apply online through the XGN Portal and pay the prescribed Extension Fee.

After verifying the payment, the GPCB will issue an Extension Fee Payment Acknowledgement Letter, which will also specify the due date for the next extension fee payment.

“The new system has been introduced to simplify regulatory procedures and further promote Ease of Doing Business while ensuring continued environmental compliance,” the office order stated.

However, the Board has made it clear that the simplified process does not dilute compliance requirements. Industries that violate CCA conditions or fail to pay the prescribed Extension Fee, Environmental Compensation, Bank Guarantee, or any other dues within the stipulated time may face strict action.

“The Board reserves the right to suspend or cancel the CCA and initiate other legal proceedings in cases of non-compliance,” the order warned.

The GPCB also clarified that the existing procedure for CTE/CCA amendments remains unchanged. Industries seeking any modification to their existing consent or authorization will continue to submit separate amendment applications.

The office order has come into force with immediate effect and supersedes all previous circulars related to the CCA renewal process. Industry stakeholders believe the move will streamline regulatory compliance while maintaining environmental accountability across Gujarat.
