Doctor’s Prescription Now Mandatory for All Medicinal Syrups, Including Cough Syrups

The Indian government has made it mandatory for people to present a doctor’s prescription to purchase all medicinal syrups, including commonly used cough syrups.

The decision was officially notified on Tuesday by the Ministry of Health and Family Welfare through amendments to the Drugs Rules, 1945, which operate under the Drugs and Cosmetics Act, 1940.

Over-the-Counter Sale of Syrups Stopped

With the latest amendment, medicinal syrups will no longer be sold over the counter without a valid prescription from a registered medical practitioner.

Earlier, the rules exempted “syrups, lozenges, pills and tablets for cough” from stricter prescription requirements. However, the government has now removed the word “syrup” from that exemption list.

This means cough syrups and other medicinal syrups can now only be purchased after medical consultation.

Lozenges and Tablets Still Available Without Prescription

While syrup-based medicines are now restricted, products such as:

  • cough lozenges
  • cough tablets
  • cough pills

will continue to remain available over the counter without requiring a prescription.

Decision Comes After Safety Concerns

The amendment follows increasing scrutiny over the misuse and safety of cough syrups in recent years.

In December 2025, the government had issued a draft notification proposing the rule change and invited comments and objections from pharmaceutical companies, healthcare experts, and the public.

Officials stated that all stakeholder feedback was reviewed before the final notification was approved.

Increased Monitoring of Syrup Manufacturers

The move also comes amid tighter monitoring of cough syrup manufacturers by Indian drug regulators after several international safety concerns linked to contaminated syrup products.

Authorities have recently intensified inspections of pharmaceutical manufacturing units and strengthened quality control measures across the sector.

The government says the latest rule is aimed at improving patient safety and reducing the misuse of medicinal syrups without proper medical supervision.
