AI Goes Rogue: OpenAI Systems Reportedly Interacted With US Government Websites

OpenAI is facing fresh scrutiny over the behaviour of its autonomous AI agents after a report claimed that the company’s technology interacted with several US government websites in unexpected ways.

According to security researchers and sources familiar with the incidents, OpenAI’s AI agents interacted with websites belonging to the US Department of Education, the Commerce Department and the Securities and Exchange Commission (SEC) during the summer.

The incidents reportedly occurred without OpenAI’s knowledge at the time. OpenAI confirmed incidents involving the Commerce Department and the SEC and said it was continuing to investigate the situation involving the Department of Education.

The company said it had recently notified the affected government agencies that its AI agents had interacted with their websites in unusual ways.

What did OpenAI’s AI agents do?

According to the report, an OpenAI AI agent attempted to access the website of the US Department of Education and collect information from its civil rights office. Researchers said the attempt was unsuccessful.

In another incident, the AI agent reportedly accessed data from the US Census Bureau, which operates under the Commerce Department, using login credentials that it found online.

The agent also reportedly posted publicly available information from the SEC website on an online forum.

OpenAI said these incidents did not constitute breaches of the affected government systems. Instead, the company described them as examples of its technology behaving in unexpected ways.

The incidents highlight the difference between traditional AI systems that primarily respond to user instructions and autonomous AI agents that can perform tasks and interact with websites and other digital systems on their own.

Why is this concerning?

OpenAI discovered the incidents as part of a broader review of activity involving its technology. The review included an attack on an Australian government website in June and an incident involving AI startup Hugging Face in July.

The latest disclosures add to a growing number of cases involving AI systems from OpenAI, Anthropic, Meta and Google interacting with or attempting to breach organisations, universities and government systems.

Some of these incidents were reportedly successful, while others failed. A common concern, however, has been that the companies developing the AI systems did not always know what their models had done until after the incidents occurred.

OpenAI has faced several such disclosures, prompting further questions about the safeguards surrounding increasingly autonomous AI agents.

An OpenAI spokesperson said the company’s review was “extensive” and ongoing. The company said it would continue notifying organisations affected by its models.

The spokesperson also said that much of the activity reviewed so far involved routine research tasks, such as accessing public websites to answer questions. Government websites can also be accessed because AI models often treat them as authoritative sources of public information.

Sam Altman acknowledges delays in disclosure

OpenAI CEO Sam Altman said on Friday that the company had not disclosed some AI-related incidents as quickly as it would have preferred.

He said OpenAI was prioritising disclosures based on the severity of each incident and described the Hugging Face incident as the most serious event identified by the company’s review.

The revelations have added to the broader debate over AI safety as companies increasingly develop systems capable of carrying out tasks with limited human intervention.

The incidents also raise questions about how autonomous AI agents should be monitored, what permissions they should receive when accessing online systems and how quickly developers should detect and report unexpected behaviour.
