Gujarat Unveils Bold AI Action Plan 2025–2030 to lead Digital future

Gandhinagar, Gujarat – In a landmark move towards technology-driven governance, the Gujarat government has approved the AI Action Plan 2025–2030, positioning the state as India’s frontrunner in artificial intelligence adoption. With a bold vision aligned with Viksit Gujarat @2047 and Viksit Bharat @2047, the state aims to transform public service delivery, strengthen the digital ecosystem, and create a future-ready AI workforce.
The AI Action Plan, described as a “time-bound blueprint”, focuses on six key pillars: Data, Digital Infrastructure, Capacity Building, R&D and Use Cases, Startup Facilitation, and Safe & Trusted AI.
“AI is not just a tool; it’s the foundation for future governance. Gujarat is ready to lead with innovation, inclusivity, and infrastructure,” said a senior official from the Science and Technology Department.
The plan outlines training over 2.5 lakh individuals, including students, MSMEs, and government officials, in AI, machine learning, and related fields. A dedicated AI and Deep Tech Mission will drive the roadmap’s implementation by leading strategy, innovation, and collaboration with startups, academic institutions, and industry leaders.
“We are focused on embedding AI across governance, healthcare, education, agriculture, and fintech. The aim is smart decision-making and citizen-centric delivery,” said an AI Taskforce Committee member.
Key components of the plan include:State-level AI data repository,AI factories in Tier-2 and Tier-3 cities,GPU and cloud infrastructure expansion,Public-private partnerships for AI R&D and innovation,Seed funding and incubation for DeepTech startups, and Robust AI governance with audits and risk protocols.
At the Chintan Shibir in Somnath, the Chief Minister had declared Gujarat’s commitment to AI-led governance. The newly approved plan is a step forward in fulfilling that promise.
“This plan will empower Gujarat’s workforce and set the tone for ethical, scalable, and secure AI adoption across all sectors,” noted a policy analyst.
Efforts are already underway through the AI Centre of Excellence at GIFT City, the AI Innovation Challenge, and investments in high-performance GPU infrastructure.
Over the next five years, Gujarat will initiate department-specific AI pilot projects, build indigenous AI capabilities including Large Language Models (LLMs), and nurture a robust AI startup ecosystem.
By integrating technology with governance and enabling inclusive growth, Gujarat’s AI Action Plan 2025–2030 is not just a policy—but a transformative leap into the future.
