Surat Collector Orders Inquiry into Corruption at Masma RTO Fitness Testing Centre

Surat: The Surat district collector has ordered an inquiry into allegations of rampant corruption prevailing at the Regional Transport Office (RTO) fitness testing centre located in Masma village, Olpad taluka in Surat.

In response to a representation made by Darshan Naik, the general secretary of Gujarat Pradesh Congress Committee (GPCC) on May 18, 2023, the district collector has directed the RTO to conduct a thorough investigation and take stringent measures to address the issue.

According to Naik’s representation, the RTO fitness testing centre in Masma has been operational for several years. Concerned citizens have brought to light instances of corruption related to the issuance of fitness certificates for heavy vehicles such as M&HCV, LCV, and SCV. These vehicles are required to undergo a fitness test every one or two years, with the fitness certificate issued by the RTO office.

While the official fees for the fitness certificate range from Rs. 400 to Rs. 800, it has been alleged that the officers and agents at the RTO centre are charging exorbitant amounts of Rs. 6,000 to Rs. 7,000 without conducting proper vehicle inspections. This corrupt practice is reportedly taking place in collusion with senior RTO officers.

Furthermore, concerns have been raised about the functionality of the fitness test machine, which was installed at the RTO office in Masma at significant cost. Reports suggest that the machine is not functioning correctly, and responsible officials are not adequately carrying out the vehicle fitness tests. Additionally, it has been observed that contract employees are conducting the tests, raising questions about the issuance of fitness certificates without proper scrutiny.

Interestingly, the transportation department falls under the jurisdiction of Gujarat’s Home Minister, Harsh Sanghavi. Since assuming the role, Sanghavi has visited the RTO headquarters in Pal and even sat in the chair of the RTO officer during his visit to Surat. Now, Sanghavi faces the challenge of tackling corruption within the RTO.

The district collector’s order for an inquiry underscores the seriousness of the allegations and the need for swift action to combat corruption in the RTO fitness testing centre. The investigation aims to uncover the truth behind the reported irregularities, identify those responsible, and implement measures to prevent such misconduct in the future.
