Gujarat Signs Rs.25,000 Cr MoU for 250 MW AI Data Centre at Dholera

Gandhinagar | Gujarat — Gujarat has signed an important MoU in the field of AI under the India AI Impact Summit 2026 being held in New Delhi.

Under the Investment Promotion Activity of this Summit, this MoU has been signed between the Department of Science and Technology, Government of Gujarat and Larsen & Trubro Vyom for setting up a 250 MW high-scale, green AI ready data centre at Dholera SIR.

The MoU signed in the special presence of the Minister of Forest, Environment and Science and Technology, Shri Arjunbhai Modhwadia, will see L & T Vyom invest Rs. 25,000 crore in this project and the project is likely to be operational by 2028.

This MoU is in line with the shared vision of establishing Gujarat as a leading hub for AI infrastructure, cloud computing, advanced analytics and sustainable digital ecosystem and the Gujarat IT/ITeS Policy (2022-27).

The proposed campus of Dholera SIR will encourage high-impact investments, strengthen innovation-driven growth and create significant employment opportunities in construction, commissioning and long-term operations. The project will also generate indirect employment through the development of the associated ecosystem, further cementing Gujarat’s role as a driver of future digital transformation.

As per the MoU, L&T Vyoma will conduct a detailed feasibility assessment covering land suitability, infrastructure readiness, availability zones and sustainability parameters, while the Government of Gujarat will facilitate the project with a capable infrastructure through its relevant departments.

This landmark MoU will accelerate Gujarat’s leadership in future digital infrastructure by enabling the deployment of a hyperscale AI data centre. It will also enhance the state’s ability to attract global cloud and AI companies, support emerging workloads like AI training and advanced analytics, and create a resilient ecosystem for innovation, high-value jobs, and sustainable economic growth.

At the India AI Summit, Prime Minister Narendra Modi outlined India’s “MANAV” vision for Artificial Intelligence. M- Moral and Ethical System; A- Accountable Governance; N- National Sovereignty with Emphasis on the Right to Data; A- Accessible and Inclusive Technology; and V- Valid and Legitimate System. Prime Minister Narendra Modi has described AI as a historic transformation of wireless communication. He has expressed the view that the true potential lies in expanding human capabilities rather than just making machines intelligent.

Following this vision of the Prime Minister, Gujarat under the leadership of Chief Minister  Bhupendra Patel has strengthened its commitment to AI by allocating over Rs. 850 crore for AI and digital governance initiatives in this year’s budget.

This MoU between the Department of Science and Technology, Government of Gujarat and L&T Vyoma is an important step towards building a world-class AI-ready digital infrastructure in Gujarat. Not only this, it is a step towards better equipping Gujarat to be at the forefront of India’s AI revolution and drive innovation, sustainability and inclusive development.
