GJC Seeks Gujarat State Vigilance Committee to Safeguard Jewellers

Ahmedabad | Gujarat — In a significant push to strengthen the safety, transparency, and operational confidence of jewellers across Gujarat, the All India Gem and Jewellery Domestic Council (GJC) has formally urged the state government to establish a Gujarat State Level Vigilance Committee. The move, industry leaders say, could become one of the most impactful policy interventions in the state’s jewellery sector in recent years.

The proposal was presented during a high-level meeting between a GJC delegation—headed by Chairman Rajesh Rokde, Vice Chairman Avinash Gupta, Director Salim Daginawala, ZCM Avi Shah, Bharat Zaveri, and National Secretary Mitesh Dhorda—and Gujarat’s Honourable Deputy Chief Minister Shri Harsh Sanghavi.

Describing the meeting as “deeply encouraging,” GJC said it is confident that the state government will extend its full support towards the swift creation of the vigilance mechanism.

A Shield for Jewellers Against Harassment

The proposed vigilance committee aims to protect jewellers from undue harassment, strengthen grievance-redressal systems, and ensure that compliance processes are transparent and fair. Crucially, the GJC has recommended the inclusion of local jewellers in the committee to guarantee representation and accountability.

“This is not just a proposal—it is a long-standing need of thousands of jewellers across Gujarat,” said Rajesh Rokde, Chairman of GJC.

“The establishment of a Gujarat State Vigilance Committee will be a landmark step in ensuring jewellers can operate without fear while maintaining full compliance. By forming district and city-level committees, we are ensuring support reaches every corner of the state.”

Rokde also expressed gratitude to industry members Zaveribhai Mandalia, Bharatbhai Mandalia, and Avibhai Shah for facilitating the meeting and strengthening the dialogue with the government.

Inspired by Maharashtra’s Successful Dakshata Model

The structure of the proposed vigilance mechanism draws inspiration from Maharashtra’s Dakshata Committee Model, implemented under the leadership of Shri Devendra Fadnavis, Shri Pankaj Bhoyar, and Smt Chitra Kishor Wagh. GJC believes this tried-and-tested system provides a powerful foundation for Gujarat to adopt and adapt.

Vice Chairman Avinash Gupta emphasised the collaborative nature of the initiative, “This model is about partnership. Jewellers and authorities will work hand-in-hand to prepare SOPs, resolve issues, and build trust. By involving jewellers at the state, district, and city levels, fairness and accountability become the core of governance.”

Strengthening Gujarat’s Jewellery Ecosystem

Gujarat—home to major jewellery hubs such as Ahmedabad, Surat, and Rajkot—plays a pivotal role in India’s domestic jewellery market. The proposed vigilance network, supported by district and city-level committees, is expected to streamline business processes, reduce operational challenges, and create a more secure environment for jewellers statewide.

Industry experts believe the initiative could even set a national precedent.
