Surat Floods: Experts Slam SMC Over ‘Invited Disaster’

SURAT : “Rainwater knows its slope, but SMC engineers drawing lakhs in salary are completely ignorant of the city’s contours and gradients!”

This stinging indictment from local experts captures the growing fury of Surat’s residents as record-breaking monsoon rains leave the global city completely submerged once again, shattering the public’s trust in local administration. Despite two years of highly detailed citizen-led studies and explicit warnings delivered directly to authorities, the Surat Municipal Corporation (SMC), SUDA, and the Disaster Management Department stand accused of taking absolutely no lessons from past catastrophes.

Local environmental experts and architects Krishnakant Chauhan, Ajay Jangid, and Sugit Pathakji have raised sharp questions about why committees formed during the crisis vanish after the monsoon “like seasonal frogs,” leaving the city highly vulnerable to an ever-evolving climate crisis.

A History of Ignored Warnings: 2024 and 2025 Reports

The ongoing crisis is being labeled by experts as an entirely “invited disaster”. Comprehensive, study-backed reports highlighting the exact causes and solutions for Surat’s vulnerability were previously submitted to the SMC, the District Collector, the Disaster Management Department, and the State Government:

 * The 2024 Citizen Report: Titled “Whose Fault, Whose Sin, Whose Cost?”, this report meticulously detailed the root causes of urban waterlogging and provided actionable solutions.

 * The 2025 Report: Titled “Invited Disaster – Khadi Floods in Surat”, this document exposed aggressive encroachments on local creeks (khadis), illegal land-filling under town planning schemes, and structural bottlenecks.

Despite these extensive submissions, no concrete post-monsoon measures or long-term planning were implemented, leaving citizens to face the same harrowing disruptions year after year.

The Core Failures in Surat’s Urban Planning

According to the expert press release, the administrative failure spans across multiple departments, driven by short-sighted development that actively tampers with the region’s geography. The primary systemic failures include:

 * Ignoring Natural Topography: Town planning schemes are being designed without considering the natural contours and slopes of the land, blocking natural drainage pathways.

 * Destruction of Wetlands and Water Bodies: Illegal encroachments, filling of creeks, and a blatant disregard for Coastal Regulation Zone (CRZ) rules have severely compromised the city’s natural floodplains.

 * Flawed Infrastructure Practices: The use of concrete and cement linings along creek banks—instead of sustainable, eco-friendly materials—has accelerated erosion and disrupted local biodiversity.

 * Pollution and Illegal Connections: Untreated domestic and industrial waste continues to be illegally dumped into the khadis, while sewage treatment plants (STPs) fail to achieve 100% treatment compliance.

Urgent Structural Reforms Demanded

While immediate relief and financial compensation are necessary for affected residents right now, experts warn that Surat’s global reputation will be permanently tarnished if systemic, long-term actions are not taken immediately.

The citizen collective has demanded an immediate halt to all construction on floodplains, strict adherence to NGT and CPCB guidelines for water bodies, and the inclusion of environmentalists and landscape architects in the Town Planning department. Furthermore, they urge the strict enforcement of the 74th Constitutional Amendment to bring transparency and involve local citizens directly in flood-monitoring committees.
