New Delhi: At a time when India’s governance framework increasingly demands data-driven and outcome-oriented policymaking, the Centre for Law and Legislative Research (CLLR) is emerging as a credible bridge between academic research, legislative intent, and real-world policy implementation, with a special focus on Northeast India.

Founded in 2022 by Supreme Court advocate and researcher Amrit Singh Sinchury, CLLR operates as a research-to-policy think tank committed to transforming scholarly insights into actionable frameworks for lawmakers, institutions, and decision-makers.

Leadership Rooted in Legal Excellence

With over two decades of legal experience, Amrit Singh Sinchury brings deep institutional understanding to CLLR’s vision. A research scholar and advocate before the Supreme Court of India, he has argued several high-profile constitutional and criminal law matters.

His expertise was further recognised when he was invited twice by the Parliament Standing Committee of Home Affairs under the Chairmanship of Late Sushma Swaraj to present submissions on the Constitution Amendment Bill in 2007. As Standing Counsel for the Government of India, he represented key ministries and handled sensitive cases involving the Ministry of Home Affairs, Ministry of Defence, Ministry of Finance and Central Bureau of Investigation.

Sinchury’s professional journey also includes legal practice in New York (USA) for five years, where he appeared before the New York State District Court and New York Immigration Court in Manhattan and Brooklyn, adding valuable international exposure to his work.

Bridging Research and Governance

CLLR focuses on addressing the long-standing gap between academic scholarship and legislative action, particularly in Northeast India. The organisation adopts a practical and methodical approach, producing fact-based, interdisciplinary, and policy-ready research.

Its work evaluates how policies evolve into laws, translating academic legal theory into implementable governance frameworks. By prioritising neutrality and methodological rigour, CLLR ensures its research remains credible, balanced, and free from ideological bias. 

Focus on Public Health and Indo-Pacific Affairs

A key area of CLLR’s engagement is public health policy and its legal frameworks, aimed at improving regulatory efficiency and governance outcomes. In addition, the organisation works on Indo-Pacific regional relations, analysing strategic developments and offering policy recommendations aligned with India’s geopolitical priorities.

CLLRIndia’s interdisciplinary team, comprising legal scholars, medical professionals, economists, policy analysts, and engineers, enables holistic and well-rounded policy solutions.

Building Platforms for Policy Dialogue

In line with its mission, CLLR plans to organise seminars and conferences on public policy and public health, with special emphasis on Northeast India. These platforms aim to facilitate structured dialogue among policymakers, academics, and practitioners.

“Our objective is to ensure that research does not remain confined to reports, but translates into meaningful legislative action,” says Amrit Singh Sinchury.

Through its research-driven approach and commitment to public discourse, the Centre for Law and Legislative Research continues to strengthen its role as a trusted knowledge partner in India’s policy ecosystem.
