Surat : Surat, India’s “diamond city” and title holder for “cleanest city” according to the Swachh Survekshan 2023, is preparing for a massive infrastructure push, with Rs.4,100 crore  (out of a total of Rs.8,718 crore) set aside for development works in the 2024-25 draft budget. Unveiled by Municipal Commissioner Shalini Agarwal, this ambitious plan represents a substantial investment in the future of the city, with the goals of improving its livability and attracting more development.

With an eye on health, ecotourism, and the development of territories recently annexed to the Surat Municipal Corporation, the SMC has boosted the budget size by Rs 870 crore in comparison to the 2023-24 budget.

Several landmark initiatives that would change Surat forever are detailed in the budget. The Dumas beach sea face project, at 237 crore rupees, would hopefully revitalise the famous tourist spot, while the Barrage project, on the Tapi river, will perhaps enhance water management and provide new recreational possibilities, costing 127 crore rupees. The safety of people during monsoons would be ensured by the major allocation of Rs 100 crore for flood control structures along the Tapi river. The city’s dedication to environmental sustainability is further shown by the allocation of Rs 165 crore for the purpose of maintaining a clean Tapi river.

The budget sets aside 245 crore rupees to construct a new administrative facility for the Surat Municipal Corporation. This would improve efficiency and citizen services, highlighting the significance of public well-being. In order to alleviate traffic congestion and improve connectivity, a portion of the Surat outer ring road project—a 10.50 km stretch—has been allocated Rs 431 crore.

The forthcoming Lok Sabha elections were taken into consideration while crafting the budget, which aims to alleviate the financial strain on city dwellers by refraining from raising taxes. This strategy prioritises the needs of the citizens and shows that the administration recognises the need of affordable and inclusive development in Surat.

A number of distinct programmes are devoted to healthcare in the budget as well. To make sure that everyone in Gujarat has access to life-saving vaccines, immunisation centres will be set up in all 50-bed hospitals and urban health centres for the first time. Furthermore, a first-of-its-kind facility for analysing pesticide residue in produce will be established in South Gujarat, which would greatly enhance food safety.

A cath lab, worth Rs 10 crore, will soon be added to the world-famous SMIMER hospital in Surat, allowing for state-of-the-art cardiac treatment for those with heart conditions, heart attacks, and arrhythmias. In addition, the hospital intends to provide ten super speciality treatments, further establishing itself as a premier healthcare facility. The establishment of a state-of-the-art doctorology and virology laboratory at SMIMER would enhance the institution’s research and diagnosis capacities.

Revenue for the Surat Municipal Corporation is anticipated to surpass Rs 5,000 crores for the first time this year, according to announcements made by Municipal Commissioner Agarwal. Thanks to our strong financial position, we can spend heavily in public services and infrastructure without putting a strain on taxpayers. Importantly, 81% of the capital budget has already been spent this fiscal year, which is a record that will most certainly be exceeded in the months to come.
