Ahmedabad : In Gujarat, over 50,000 consumer complaints and appeals remain unresolved at various city and district consumer disputes redressal commissions. The backlog has become a pressing concern, particularly in cities like Ahmedabad, where more than 11,000 complaints are currently pending across its three consumer courts. To address this growing issue, the Gujarat State Consumer Disputes Redressal Commission has organized a National Lok Adalat on September 14, 2024, aimed at providing faster relief to complainants.

Call for Speedy Justice

Mukesh Parikh, President of the Consumer Protection and Action Committee, emphasized the need for urgent action. According to Parikh, “Consumers should receive justice without unnecessary delays, and the organization of this National Lok Adalat is a step in that direction.” The National Lok Adalat, as directed by the Government of India’s guidelines on Consumer Affairs, seeks to expedite the resolution of complaints by encouraging amicable settlements.

The Lok Adalat will provide an opportunity for complainants, particularly those whose cases have been pending for extended periods, to seek resolution. Many cases have already been placed in the Lok Adalat by the Consumer Protection and Action Committee with the intention of securing swift justice through settlements.

Ahmedabad’s Backlog Worsens

Despite efforts to streamline consumer grievance resolution, the backlog in Ahmedabad’s consumer courts remains substantial. Ahmedabad’s City Chief Consumer Commission President, K.B. Gujarati, currently oversees the complaints of the Additional Consumer Commission every Tuesday and Friday, but only prioritizes cases older than five years. This approach has left cases filed between 2020 and 2024 largely unaddressed, causing dissatisfaction among complainants and contributing to the growing backlog.

The situation is further aggravated by the vacant post of the President in Ahmedabad City’s Additional Consumer Commission. As more complaints are filed, the absence of leadership in the court system has exacerbated delays. Complainants have expressed frustration over the slow pace of justice and are hoping that the upcoming Lok Adalat will bring some respite.

Hopes for Resolution in Lok Adalat

The National Lok Adalat offers a glimmer of hope, with expectations that more than 5,000 complaints will be resolved during the event. Insurance companies, which are involved in many of the complaints, are often willing to settle. However, settlements reached through the Lok Adalat frequently leave complainants without compensation for interest or legal expenses, an issue that has caused dissatisfaction in previous cases.

Complaints are not only concentrated in Ahmedabad but are also prevalent in other major cities like Vadodara, Surat, and Rajkot, further highlighting the widespread nature of the problem.

Challenges in Judicial Staffing

One of the most significant challenges contributing to the backlog is the shortage of judges and staff at consumer courts across Gujarat. A case is currently pending in the Supreme Court concerning the filling of vacant judicial posts, and it is hoped that these vacancies will be addressed soon. The delay in appointing judges and filling staff positions has drawn strong criticism from consumer advocates, who argue that the government’s inaction has worsened the situation.

“The government must take immediate action to fill the vacancies in consumer courts,” Parikh urged. “Otherwise, the backlog of complaints will continue to grow, and dissatisfaction among consumers will only increase.”
