Cole Thomas Allen, the suspect in the Washington Hilton shooting incident during the White House Correspondents’ Dinner, reportedly sent a manifesto to family members just minutes before the attack, outlining his alleged targets and motives, according to officials and media reports.

Authorities say Allen, 31, was armed with multiple weapons and breached a security checkpoint before being apprehended following an exchange of gunfire with law enforcement inside the venue.
Manifesto Sent Minutes Before Attack
Investigators reviewing the case claim that Allen sent a written manifesto to family members approximately ten minutes before the shooting began. In it, he allegedly listed individuals and groups he intended to target, focusing on senior political figures connected to the Trump administration.
According to a report cited by media outlets, the document stated:
“Administration officials (not including [FBI Director Kash] Patel): they are targets, prioritised from highest-ranking to lowest.”
Notably, FBI Director Kash Patel was explicitly excluded from the alleged target list, though investigators have not clarified why he was omitted.
Claims and Justifications in Document
The manifesto also reportedly contained Allen’s personal justification for the planned attack. In the document, he made references to political grievances and framed his actions as a response to perceived injustice.
He also allegedly described his reasoning for selecting certain ammunition types, stating an intention to limit collateral damage, while still acknowledging he would continue toward his targets if necessary.
Authorities have not verified the authenticity of these statements beyond the recovered materials, and forensic review of digital evidence is ongoing.
Security Breach and Arrest
Officials confirmed that Allen entered the Washington Hilton during the high-profile event carrying multiple weapons, including handguns and a shotgun. He is accused of running through a security checkpoint before being intercepted by Secret Service personnel.
A brief exchange of gunfire followed inside the secured perimeter before Allen was subdued and taken into custody.
One federal officer was injured during the incident but survived due to protective gear.
Legal Proceedings Underway
US Attorney Jeanine Pirro stated that Allen will face federal charges, including firearm-related offenses and assault on federal officers. She added that additional charges may be filed as the investigation develops.
