India: Combining academic rigor with public service experience, Dr. Vinay Preet Singh works across law, policy, and governance in India. As a leading practising Advocate at the Supreme Court of India and a senior professional at DSK Legal, Dr. Singh has emerged as a respected voice in public policy advocacy, institutional reform, and strategic legal advisory. His contributions to law and governance have been recognised internationally and nationally, including a prestigious UK-based organisation World Record of Excellence England Award 2025 for law, his role in public policy advocacy , and national development, and the Bharat Tech Summit Award 2025, powered by the Global Tech Policy Coalition, for his outstanding role in public policy and law.

Dr. Singh’s academic journey reflects a strong balance between scholarly depth and real-world policy work. He holds a Bachelor of Arts in Economics from St. Stephen’s College and an LL.B. from Campus Law Centre, University of Delhi. He went on to pursue an LL.M. in International Development Law and International Economic Law from the University of Warwick. Building on this foundation, he earned a PhD in Behavioural Science, with research focused on police reform in India, analysing attitude, behaviour and image of the policing institutions and their impact on governance, institutional effectiveness, and public trust.

Over the past decade, Dr. Singh has played a pivotal role in shaping policy discourse through his appointments to multiple strategic Central Government consultative and advisory bodies. He is currently a Member of the Rail Users’ Consultative Committee part of the Railway Board, Ministry of Railways; a Member of Advisory Committees nominated by the Ministry of Home Affairs across the Ministries of Coal and Power; and a Member of the Consultative Committee of the Food Corporation of India and was allocated state of Punjab under the Ministry of Consumer Affairs, Food and Public Distribution. He has also previously served on the Government of India’s Inquiry Commission on Khap Panchayats and the Advisory Committee of the Ministry of Consumer Affairs.

This breadth of engagement across ministries has given Dr. Singh a unique, cross-sectoral perspective on governance, spanning infrastructure, energy, consumer affairs, internal security, and public administration. His work consistently reflects an ability to translate complex legal principles into pragmatic policy frameworks that align with national priorities and institutional realities.

At DSK Legal, Dr. Singh leads the firm’s Public Policy Advocacy Practice, where he advises corporations, institutions, and stakeholders on regulatory strategy, legislative engagement, and policy positioning.
