Gujarat Launches Faceless Learner’s License System

This faceless service is a step forward in Digital Gujarat mission. Citizens can now apply for and obtain a learner’s license without setting foot in an RTO

Gandhinagar, Gujarat – In a major step towards digital governance and citizen convenience, the Gujarat government has officially launched the ‘Faceless Learner’s License’ system on Monday. This initiative eliminates the need for applicants to physically visit the Regional Transport Office (RTO) for the learner’s license exam, streamlining the entire process online.

On the very first day of launch, more than 425 citizens submitted their applications, marking a successful start to the much-awaited initiative.

“This faceless service is a step forward in our Digital Gujarat mission. Citizens can now apply for and obtain a learner’s license without setting foot in an RTO,” said an official from the Gujarat State Transport Commissioner’s Office.

How the System Works

The faceless learner’s license system was approved by the state government in May but was delayed due to technical issues. With all glitches now resolved, the Transport Department has made it live statewide.

To appear for the test, applicants must:

Login in to the www.parivahan.gov.in

Click ‘driving license related service

Select Gujarat state

Click apply for new learning license and category

Select RTO/ARTO for faceless application

Fill required details in the application form, select Cov and Form 1 (self declaration) and press submit button

Now, your application number will be generated and you will be asked to upload documents

After paying the amount, click on the Master step (1,2,3) on Road Safety Tutorial

Applicant will have to watch the entire video on Road Safety Tutorial after entering the application number and entering the OTP

Applicants who score 9 or more out of 15 will pass. In case of failure, they can retake the exam after 24 hours by paying the retest fee.

“It’s quick, simple, and efficient. I took the test from home, passed, and got my learner’s license link immediately. No queues, no waiting,” said Kishan Patel, a 21-year-old college student from Surat who was among the first to use the new system.

No More Physical Visits to RTO

Previously, applicants were required to visit RTO offices or ITIs (Industrial Training Institutes) to take the learner’s license test. Now, this step is completely virtual, saving time and reducing overcrowding at RTOs.

The Gujarat Transport Department had earlier conducted the test through OMR or computer-based methods, where 11 correct answers were considered the passing mark. However, the revised format now requires just 9 correct answers, making the process more inclusive while still ensuring road safety awareness.

Retest Option Within 24 Hours

If a candidate fails, they do not have to wait for weeks. The system allows them to pay the fee online and reappear for the test after 24 hours, making the process much faster and user-friendly.

Part of Broader Digital Push

This faceless service is part of a broader effort by the Gujarat government to digitize public services under the Aatmanirbhar Bharat and Digital India missions. Officials believe the move will reduce corruption, increase transparency, and empower citizens across the state.

“We aim to make public services smarter and faster. The faceless learner’s license is just the beginning,” said another official from the Transport Commissioner’s office.
