Valsad | Gujarat —-Gujarat is set to witness a powerful convergence of governance, innovation, and collective vision as the state government prepares to host the 12th annual Chintan Shibir, themed “From Collective Thinking to Collective Development”, from November 13 to 15, 2025, at the serene Shrimad Rajchandra Ashram in Dharampur, Valsad district.

The high-level decision to organize this annual event was taken in a meeting chaired by Chief Minister Bhupendra Patel in Gandhinagar, reaffirming Gujarat’s tradition of fostering an inclusive and progressive governance model. Initiated by Prime Minister Narendra Modi in 2003 during his tenure as Chief Minister, the Chintan Shibir has evolved into a unique forum for brainstorming policies that shape Gujarat’s future.

“This year’s theme embodies our vision for Gujarat — moving from collective thinking to tangible development. The camp will not only strengthen policy discussions but also foster unity among policymakers through immersive experiences,” said Chief Minister Bhupendra Patel after approving the event.

Ministers, senior secretaries, and civil servants will travel together to Valsad by Vande Bharat Express, reflecting the spirit of unity and collective action. The camp will feature an array of discussions on topics vital for Gujarat’s growth, including nutrition and public health, service sector diversification, capacity building, public safety, and green energy & environment.

“This Shibir is more than just a policy dialogue — it’s a journey to redefine governance,” said Chief Secretary Pankaj Joshi. “The combination of expert-led discussions, group brainstorming, cultural programs, and activities like trekking and cycling will enrich perspectives and promote holistic development.”

Over three days, participants will engage in lectures by subject matter experts, interactive sessions, and group discussions designed to channel innovative solutions for the state’s challenges. The sessions will be complemented by evening cultural programs, fostering camaraderie among participants and strengthening the human side of governance.

According to Additional Chief Secretary M.K. Das, “The Chintan Shibir is a symbol of Gujarat’s progressive governance. This year, we are aligning our discussions with emerging priorities, including sustainability, technological innovation, and citizen-centric service delivery.”

The camp will conclude on November 15, with participants returning to Ahmedabad by train, enriched by new insights and shared commitments. This edition of Chintan Shibir aims to reinforce Gujarat’s leadership in governance innovation, blending tradition, modernity, and a collective vision for development.
