SGCCI urges Centre to extend QCO on filament yarn

Surat : The Southern Gujarat Chamber of Commerce and Industry (SGCCI) has reached out to key Union Ministers, Piyush Goyal, the Union Minister of Commerce and Industry and Textiles, and Dr. Mansukh Mandaviya, the Union Minister for Health and Family Welfare for the extension of the QCO orders on polyester filament yarn (PFY).

The SGCCI’s appeal urges an extension of the implementation of the Quality Control Order (QCO) for Bureau of Indian Standards (BIS) on filament yarn until the concerns impacting user industries, particularly weaving and knitting industries, are adequately addressed. The scheduled implementation date for the QCO for BIS on filament yarn is October 5.

Ramesh Vaghasia, President of SGCCI, highlighted the history of the QCO on polyester yarn, which was initially announced by the Central Government in September 2021, with an initial implementation date set for April 2022. Responding to the concerns raised by user industries in Surat, the SGCCI took proactive measures to request an extension of the QCO. Subsequently, the SGCCI has continually engaged with the Central Government to ensure that user industries do not face undue hardships.

Over the past two years, the Chamber of Commerce has consistently worked towards making the Quality Control Order and related BIS provisions mutually acceptable to both manufacturers and users. This effort resulted in four consecutive extensions of the QCO’s implementation. The SGCCI expressed gratitude to Union Ministers Dr. Mansukh Mandaviya and Piyush Goyal, as well as Union Minister of State for Textiles and Railways, Darshanaben Jardosh, and State President of Gujarat BJP, CR. Patil, for their support in addressing industry concerns.

The Chamber of Commerce remains committed to ensuring that the Quality Control Order and its associated BIS provisions are implemented only after receiving approval from both manufacturers and users, with the industry’s best interests at heart. Frequent meetings are being held with weaving and knitting industries to facilitate this ongoing dialogue.

Ramesh Vaghasia, President of SGCCI, emphasized, “To prevent any business disruptions arising from the quality control order in the modern weaving and knitting industry, the Chamber has proposed changes to the quality criteria in the BIS standards in line with the demands of yarn users and manufacturers. We also request appropriate decisions to be made in the interest of industries to ensure the continued availability of FDY or POY yarns, which are currently not readily available in India.”
